Responsibilities

Director Pharmacy

Location: Mercy Hospital, Council Bluffs, IA

This job is responsible for the oversight and coordinaon of daily department operaons at the assigned facility in accordance with standards of pracce, organizaonal policies/standards, procedures and applicable regulatory requirements. Pharmacy service operaons includes the compounding/dispensing of drugs according to prescripons issued by a licensed provider, providing paent counseling and drug therapy monitoring to ensure paents receive safe, efficacious and cost-effecve medicaon therapy. Work includes coordinang, scheduling, overseeing and assisng professional pharmacists and ancillary department staff in performing drug distribuon, preparaon and associated pharmaceucal care
acvies.
Work also includes: 1) responsibility for meeng financial objecves in labor, revenue and gross margins; 2) implemenng performance improvement iniaves; 3) evaluang department effecveness in meeng clinical/service expectaons; and 4) troubleshoong pharmaceucal care issues. If applicable to
the assigned facility, directs and evaluates the Pharmacy Residency Program and supervises on-site program parcipants.


Work requires knowledge of the concepts, professional standards and methodologies applicable to the pharmaceucal care, and of applicable regulatory requirements sufficient to ensure quality and compliant paent care and to exercise judgment and crical thinking in resolving complex issues. The director is expected to apply solid principles of leadership, human relaons and connuous quality improvement in the overall management, coordinaon, and refinement of inpaent pharmaceucal care.

Operaons:
● Manages and evaluates the operaons, programs and resources of the assigned facility to assure the safe and appropriate delivery of paent care, achievement of clinical core measurement scores, and to ensure that all acvies are conducted in a mely and cost-effecve manner and in
compliance with organizaonal values, professional standards, internal policies/standards/procedures and applicable regulatory requirements; parcipates in the development of, and implements new clinical systems/programs to enhance exisng services and raise the standard of care for the paent populaon served; ensures that work unit acvies, producvity, and/or quality indicators are documented in accordance with guidelines; produces and presents reports on key performance indicators and other significant benchmarking metrics; collaborates with other departments to address and resolve problems, share informaon and enhance overall effecveness/producvity.
Staff Management and Development:
● Plans, manages and evaluates the work of clinical and administrave staff in accordance with the content, spirit and intent of applicable internal/external regulaons and standards for human resource management; idenfies adequate staffing levels for appropriate coverage to meet
budgetary and operaonal objecves; ensures that employees are qualified and properly trained to perform assigned job dues; holds regular staff meengs and keeps employees appraised of all maers relevant to successful job performance; makes employment decisions, establishes
performance standards, assesses clinical competency and evaluates employee performance; educates, guides, counsels and develops staff and addresses performance management concerns and technical issues elevated by subordinates as beyond their scope of authority.

Regulatory Compliance:
● Ensures that all aspects of clinical operaons are conducted and documented in compliance with relevant internal policies, standards and procedures and applicable regulatory requirements; assesses, on a connuous basis, services, paent outcomes, quality control, family/paent sasfacon, staffing needs and operaonal effecveness to ensure opmal care delivery; ensures that internal controls are sufficient to provide for accurate, complete and compliant programs and processes; idenfies need for changes in standards, programs and services, and develops recommendaons for consideraon by the Leader.
● Keeps abreast of changing regulatory requirements/regulaon, clinical/professional standards, changing customer demographics and compeve industry pracces impacng assigned funcons, as well as organizaonal iniaves/changes with potenal to impact current strategies, programs 
and resources; determines nature/scope of impact on exisng acvies and determines effecve response/soluon while maintaining acceptable service levels and work quality.
Performance/Quality Improvement:
● Works with management team to ensure the applicaon of consistent pracces relang to internal operaons, paent care, quality of human resources acvies and standards; assesses the strengths/weaknesses of the assigned clinical area/facility to idenfy opportunies and provide
recommendaons to Leader for new quality/performance improvement iniaves; implements new processes and ensures that performance improvement acvies are conducted in a mely and effecve manner; ensures that staff receive the necessary on-site training and consultaon to
enhance their understanding of quality/performance improvement initiatives.
Procedures Development/Implementaon:
● Recommends, implements and evaluates new/revised procedures, guidelines, training materials and/or general communicaons in support of assigned clinical area/facility to ensure consistency with the philosophy/values of the organizaon and compliance with applicable
regulatory/accreditaon requirements; reviews training materials prior to assimilaon into training curricula; ensures that all clinical and related support acvies are fully documented in accordance with the standards and pracces of the organizaon; ensures that employees understand and apply
internal guidelines appropriately, and monitors compliance with all regulatory requirements.
Short- and Long-Term Planning:
● Parcipates, as a key member of the management team for the assigned clinical funcon, in the development of strategies, iniaves and programs addressing maers such as: provision of new services, standardizaon of procedures across the organizaon, increasing market share,
maximizing resources, cross-selling services, improving cost-effecveness of clinical services provided, enhancing paent outcomes/sasfacon and other issues of similar complexity and consequence.
Budget Administraon:
● Idenfies resources needed to accomplish the performance objecves of the assigned facility and parcipates in the development of the annual operang/capital budget for the overall clinical funcon; exercises effecve cost control by monitoring and adjusng expenses as needed to stay
within budget; approves expenditures within defined scope of responsibility; idenfies negave variances and develops acon plans to document, address and effecvely resolve in a timely manner; produces complete and accurate financial, budget, acvity and producvity informaon,
including variance reports, financial projecons and other stascal reports; keeps senior management apprised of all issues with potenal for budgetary impact.


Qualifications

Bachelor of Science in Pharmacy or Doctor of Pharmacy required
● Minimum of 4 years of recent pharmacy (or similar) work experience
● Demonstrated change management, standardizaon and leadership development skills required
● Demonstrated ability to create enthusiasm for new programs and different approaches to exisng programs required
● Demonstrated quality improvement competencies required
● Demonstrated understanding of ulizaon and producvity in a variety of clinical sengs required

Minimum of 2 years in a leadership posion or pharmacy residency completed or supplemental Masters Degree (MBA,
MS, MHA, etc) preferred
● Membership in the ASHP, ASCP, APHA and/or other professional
associaons is desirable
