Responsibilities

The Program Manager at Community Hospital of San Bernardino will oversee the Emergency Department Syphilis/HIV/HCV Screening Program and supervise the Patient Navigator. This grant-funded position is central to meeting all grant requirements, including reporting, budgeting, and compliance, while driving the program’s success in the emergency department (ED) setting.

In this role, the Manager will lead efforts to normalize routine opt-out testing and treatment for sexually transmitted infections (STIs), including syphilis, HIV, and hepatitis C virus (HCV). They will ensure program alignment with hospital policies, grant objectives, and public health goals. The Manager will also collaborate with the Navigator, clinicians, and external partners to ensure
seamless patient linkage to care, immediate treatment, and follow-up.

  • Program Oversight: Track and report program outcomes, manage budgets, communicate with funders, and foster community partnerships to ensure the program remains a leader in STI, HIV, and HCV treatment and prevention.
  • Program Development: Collaborate with colleagues across the organization to design, plan, and implement the program effectively.
  • Policy and Best Practices: Establish policies and procedures and incorporate best practices to enhance the program’s efficiency and effectiveness.
  • Staff Supervision: Hire, train, and supervise the Care Patient Services Navigator, ensuring they are equipped to fulfill their role successfully.
  • Data Presentation: Present program data and outcomes in various internal and external settings to highlight program impact and ensure transparency Training Coordination: Organize logistics, materials, and scheduling for staff training to support program implementation.
  • Task Force Management: Coordinate, facilitate, and follow up on internal program task force meetings to ensure alignment with program goals.
  • Grant Compliance: Ensure program compliance with grant work plans, objectives, budgets, and reporting requirements. Prepare reports and budget modifications as needed Research and Innovation: Stay informed about the latest advancements and best practices in STI, HIV, and HCV screening and treatment to guide program improvement Outreach Materials: Develop and maintain standardized educational and outreach materials to support program objectives.
  • Community Engagement: Foster and maintain strong relationships with community partners to enhance care linkage and program reach.
  • Representation: Attend local and regional meetings and events related to the program to represent the program and stay engaged with broader public health efforts. Outcome Sharing: Present program outcomes and achievements in diverse forums to highlight successes and encourage collaboration.

Qualifications
  • Associates Degree or 2 years of college coursework required
  • Bachelor’s Degree in Public Health, Health Sciences or a closely related field or LVN preferred

  • Two years of management/leadership experience preferred
  • Ability to work effectively and establish rapport with a wide variety of people and populations, including the LGBTQ community.
  • Bilingual skills (Spanish) preferred.
