Responsibilities

Provides support for the team of individuals charged with oversight and coordination of St. Joseph Medical Center Environment of Care (EOC) programs. Coordinates EOC/Safety committee meetings, and helps facilitate program components and applicable changes.
• Prepares agenda, coordinates the components of the identified improvement process determined by the EOC/Safety committee, tracks and validates improvement measurements and generates applicable supporting documentation for the functions associated with the EOC & LS programs.
• Supports the development and maintenance of the Information Collection and Evaluation System for the EOC & LS programs.
• Coordinates the completion of the EOC & LS sections of the Periodic Performance Review (PPR) and facilitates on-going updates, verifying that action plans and timelines are identifies to address deficiencies noted in the PPR and/or during surveys.
• Assists in assessing and implementing Life Safety key elements to ensure compliance with all standards.
• Assesses the need for Infection Risk Control Assessment (IRCA) and interim Life Safety Measure (ILSM) implementation due to construction or other disruptions to daily building operations, and makes recommendations to Manager.
• Assists in developing, implementing and monitoring ILSM for times when the provisions of the Life Safety Code cannot be met due to construction, accidental damage or unpredictable situations.
Conducts research, gathers best practice information, and facilitates meetings to assist with EOC & LS program implementation.
• Assists in planning, developing, implementing and administering EOC & LS plans in accordance with TJC, DOH and other regulatory standards.
• Conducts Safety Rounds in order to identify environmental deficiencies, hazards, and unsafe conditions. Monitors/reports on level of preparedness for regulatory visits.
• Participates in the EOC & LS response planning process by gathering information and assisting site-based management to answer pre-established questions which will lead to development of EOC & LS plans; facilitates discussions with key stakeholders and site-based management.
• Assists in facilitating internal planning meetings, including preparing agenda, coordinating meeting setup, taking and distributing meeting minutes.
• Provides input into the annual LS operating budget, which includes personnel, equipment, materials and supply needs.
• Examines alternative methods of providing required services in order to reduce departmental supply and hospital building systems and equipment.
Supports manager on day-to-day EOC and LS issues
• Holds facility contract personnel accountable for adherence to LS provisions.
• Evaluates departmental LS policies and procedures, goals and objectives, making recommendations and assisting with the implementation of applicable changes. Supports other department managers with interpretation of EOS & LS policies as needed.
Provides project management support for Manager to include the following:
• Coordinates internal resources and third parties/vendors, according to project plan and service level agreements
• Monitors project plans to assure projects remain on-time, within scope and within budget. Notifies Manager of potential issues with sufficient notice to provide alternative solutions.
• Assists in the definition of project scope and objectives, involving relevant stakeholders and reviewing for technical feasibility.
• Monitor project plan to ensure resource availability and allocation as needed. Monitors work flow for submitting change orders and requesting additional resources prior to impacting project. May have limited spend authority not to exceed $1,000.
• Develop detailed project plans to monitor and track progress.
• Successfully manages relationships with clients and stakeholders, as determined by manager’s review of end-of-project questionnaires. Contributes to continual process improvement.
Represents VMFH with regulatory and accreditation agencies.
• Supports the coordination efforts, assists in the development of the EOC & LS Management Plans, and facilitates the annual review/update process.
• Updates and distributes EOC & LC reports to organizational leaders as needed.
Performs related duties as required.


Qualifications

Education/Work Experience Requirements
Associate’s degree in Disaster/Emergency Management, nursing or other discipline related to the duties of the position, and three years of progressively responsible directly-related work experience that demonstrates the attainment of the requisite job knowledge, skills and abilities.

Or any equivalent combination of education and experience which provides the required knowledge, skills and abilities to perform the essential functions of the position may be substituted for the degree requirement.

Job Knowledge/Abilities
• Knowledge of the standards, practices, tools and regulatory requirements relating to environment of care and life safety issues (e.g., mitigation, preparedness, response, continuity of operations, recovery and/or prevention).
• Knowledge of accreditation requirements (e.g., TJC and DOH) relating to EOC and Life Safety.
• Knowledge of accepted practices and tools for providing effective on-the-job training.
• Ability to assist in the development and presentation of educational programs and/or workshops, and to deliver effective on-the-job training.
• Ability to understand and apply local, state and federal regulations as relates to life safety and facilities management.
• Ability to effectively coordinate assigned projects, and to facilitate/coordinate group meetings.
• Ability to collect and interpret varied narrative and statistical information.
• Ability to keep abreast of changes in policies, programs, procedures and regulations applicable to matters within assigned scope of responsibility.
• Ability to represent the organization in meetings with representatives from governmental agencies.
• Ability to conduct routine site-based assessments of EOC and life safety standards
• Ability to maintain flexibility, cooperation and participation in activities
• Ability to read, understand and communicate in English sufficient to perform the duties of the position.
• Ability to use office equipment and automated systems/applications/software at an acceptable level.
• Ability to establish and maintain effective working relationships as required by the duties of the position.

Licensure/Certification
Certified Healthcare Safety Professional (CHSP) preferred
