Job Summary
The Region Manager Pharmacy 340B Program leads and manages the daily operations of the 340B Program within a Region(s) to assure an optimized and compliant program. This position serves as the primary internal program manager for all 340B-related matters for the Region and as the primary representative for the Region to the system for all 340B-related concerns. The scope of this position may be limited to one Region or may extend across multiple Regions depending on the number of covered entities and complexities.
As the leader of the Region 340B Operations team, the Manager works closely with other Region leaders (e.g. Region Pharmacy Directors, other senior-level executives) as well as System leaders (e.g. System 340B Operations team) to assure that 340B vision and strategies are implemented and sustained throughout the Region.
The Manager will operationalize program improvements, expansions, implementations, and sustain maintenance and operations of the all components of the 340B Program (split-billing/outpatient, contract pharmacy and specialty pharmacies); is responsible for ensuring optimal 340B Program compliance, quality, and operations at each covered entity in Region; and, assures that Region stakeholders, associated leaders, and staff have access to 340B Program education and training and are well-informed about available resources.
The Manager works closely with the system-level 340B Operations Support and will lead or serve on various work groups, implementation teams, or other committees to facilitate the success of the 340B program. This position must foster effective working relationships of 340B staff with business functions outside pharmacy including supply chain, finance, legal, compliance, IT/BI, and advocacy within the Region and system as well as with vendors, wholesalers, manufacturers, and contract pharmacies.
The Manager supports all facilities within the Region(s) that participate in, or may be eligible to participate in, the 340B Drug Discount Program, including ambulatory, contract pharmacy, and specialty pharmacy components. This position reports to the System Director Pharmacy 340B Program over Operations, and will sustain a close working relationship with the Region Director of Pharmacy (or other Region senior executive if no Region Director of Pharmacy) and close working relationships with the System 340B Operations Support Team, other Region Managers and work groups.
The Region Manager Pharmacy 340B Program will have oversight of the Region 340B Operations Team that may include Pharmacy 340B Program Auditor, analytics support staff, and Pharmacy 340B Program Coordinator.
Job Responsibilities
- Provides oversight for all 340B Programs and program components for the Region(s), in collaboration with representatives from pharmacy, legal, compliance, finance, and Region administration:
- Implements processes, policies, procedures and technology to effectively transition the 340B Program to a proactive, integrated successful program
- Works to continually improve the program quality and compliance
- Maintains awareness of 340B regulatory guidance, policy/rule issues and changes, and potential program changes
- In collaboration with Corporate Responsibility, assures regulatory compliance at each covered entity in the Region
- Achieves positive Region-level 340B Program financial results
- Communicates relevant information including program changes, risks, and improvement recommendations
- Operationalizes program improvements, expansions, and implementations
- Supports ongoing maintenance, compliance, and sustainability of the 340B Programs across the Region
- Oversees the ongoing daily operations of the 340B Programs at each covered entity in the Region(s) in collaboration with other Region staff and covered entity staff.
- Develops relationships with 340B internal and external stakeholders to ensure cooperation and teamwork to optimize the program. Develops and maintains relationships with contract pharmacy partners.
- Aligns the Region 340B operations with system wide efforts:
- Vendor services and solutions
- Contract pharmacy relationships and management
- Operational assessments of current and prospective contracts, opportunities, and improvements
- 340B Program policies and procedures
- Compliance
- Efficient use of staff and resources
- Coordinates with the System 340B Operations Support Team and work groups to achieve program goals and benefits of the CHI 340B Program.
- Assigns resources to provide expertise and guidance to covered entities to ensure accurate and complete processes, policies and operating procedures.
- Assures that policies and procedures are effective and compliant with state and federal regulations related to 340B contract pharmacy operations.
Qualifications
- Bachelor’s or Master’s Degree
- Minimum of five (5) years of experience in a related field required
- Minimum of three (3) years of management experience required
- Minimum of two (2) years operational 340B Program experience required
- Degree in pharmacy (PharmD or Bachelor’s in Pharmacy) strongly preferred;
- Hospital and/or health system pharmacy administration (supervisory or management) experience preferred
- Active State Pharmacist License in good standing in at least one of the states within the region in which the employee works is preferred:
- California Region - License in CA
