Opened in 1992, Bailey-Boushay House (BBH) was the first facility in the nation to be built expressly to meet the complex needs of people with HIV/AIDS at end of life. Built by members of the community the facility was entrusted to Virginia Mason Medical Center to open and operate. As the population of people living with AIDS has changed, so have the services and individuals targeted by Bailey-Boushay House. Our Inpatient services, licensed as a skilled nursing home, is comprised of 35 single rooms and serves patients with complicated end of life issues including ALS, Huntington's disease, MS, cancer in addition to HIV. BBH also opened an outpatient program in 1992.  The program targets clients who are the most medically and socially frail of those with HIV/AIDS. The organization expanded in 2018 and opened an Emergency Homeless Shelter specifically for individuals with HIV.

Today, over 400 individuals receive support from BBH's inpatient and outpatient programs annually. Almost all these individuals have multiple issues consisting of mental illness, homelessness, substance use, history of incarceration and lack of community support. BBH is staffed by 160 individuals and 130 volunteers (volunteer program is paused due to COVID-19) and has over a $17 million dollar annual budget.

An incumbent provides strategic leadership in assessing, developing and implementing plans, programs and services that improve financial performance/productivity, maximize effective utilization of resources, enhance patient outcomes/service satisfaction of all targeted populations, assure compliance with all regulatory requirements and generate a competitive advantage for BBH.  Work also includes: 1) overseeing operations/capital budget; 2) leading/administering the BBH Board of Directors; 3) building effective relationships with a variety of constituencies and stakeholders; 4) fund raising in partnership with VMFH Foundation; and 5) providing direct supervision to BBH management and team members.

Key responsibilities include:

Operational Accountability

  • Plans, directs and evaluates, through subordinate managers, the programs, systems, operations and resources of the Bailey-Boushay House to assure the safe and appropriate delivery of patient care
  • Develops formal strategic/tactical plans, to include both short- and long-term business/capital planning, with full accountability for achievement of plan objectives; seeks funding opportunities, presents/gains support for recommendations and directs project management efforts to develop/implement planning objectives
  • Ensures the application of consistent practices relating to clinical/administrative operations, customer service, human resources activities and quality/performance improvement initiatives
  • Leads and staffs the BBH Board of Directors, an advisory group that assists in strategic planning, fund raising, and community relations; recruits new members, develops work plans and educates new board members.  

Staff Management and Development

  • Plans, directs and evaluates the work of subordinate management staff in accordance with the content, spirit and intent of applicable internal/external regulations and standards for human resource management; ensures adequate staffing levels for appropriate coverage to meet budgetary and operational objectives

Relationship Building/Marketing

  • Works collaboratively with Marketing/Communications team to develop effective strategies and promotional materials that are designed to enhance awareness, expand market share and increase revenues
  • Cultivates and maintains professional relationships with community groups, payors, area hospitals/medical providers, elected officials at city/state/federal levels and other skilled nursing homes and related organizations to foster opportunities for growth and revenue enhancement, and to positively impact patient care and overall service to the community

Resource Management/Budget Administration

  • Identifies, aligns and optimizes resources to positively impact organizational strategies towards achievement of BBH goals and oversees activities in a manner that is fiscally-responsible and in accordance with VMFH policies and standards
  • Approves expenditures within defined scope of responsibility; identifies negative variances and develops action plans to document, address and effectively resolve in a timely manner; oversees the preparation of complete and accurate financial, budget, activity and productivity information, including variance reports, financial projections and other statistical reports

Regulatory Compliance

  • Ensures full compliance with internal/external legal and regulatory standards and requirements, and that effective controls are in place and fully functioning to preclude improprieties from occurring 
  • Keeps abreast of changing regulatory requirements/regulation, clinical/professional standards, changing customer demographics and competitive industry practices impacting assigned functions

Bachelor’s degree in healthcare administration or related field, and a minimum of seven years of progressively responsible recent work experience in a home health agency, hospice or related healthcare program that would demonstrate attainment of the requisite job knowledge/abilities, including five years in a management/leadership capacity.  

Possession of valid and unrestricted Washington State Nursing Home Administrator licensure through the National Association of Long Term Care Administrator Boards (NAB), or the ability to transfer an out-of-state license to Washington State prior to hire date.
